Google has announced that Gmail, Google Drive and Google+ photos storage will be combined, so you can use it according to your needs.
According to a post on the official Gmail blog, instead of the 10GB of Gmail storage and 5GB of Google Drive storage you're now getting for free, you'll have 15GB of unified storage. You'll be able to share the space as you please between e-mail, Drive files and Google+ photos.

This means that, if you're a heavy Gmail user, but don't use Google Drive too much (even though it syncs Docs, Sheeets and Slides for offline use and allows you to host simple websites), that space won't go to waste, as you'll be able to use it for your attachments. Or the other way around, depending on your needs.
You'll also be able to permanently keep an eye on how you're doing storage-wise, as Google has promised to update the Google Drive storage page, and any additional storage you buy applies to all these services.

Upgrade for Google Apps users

The changes also apply if you're a Google Apps customer, but in that case, storage of Gmail and Google Drive will be combined. Namely, you will be getting 30 GB of combined space to use between Google Drive, Gmail and Google+ photos over 2048 pixels that you upload.
In a similar way to regular users, if you buy additional storage, you'll also be able to use it for Gmail inboxes, which will no longer be limited to 25 GB.
